The Port-Said club directly named Egypt legend Hassan after firing Youssef following a disappointing 2-0 defeat by league debutants Dakhlia on Saturday.
The 45-year-old will be assisted by former Masri star Tarek Soliman, whereas his twin brother Ibrahim will take the football director post.
El Masry lie 7th in the league table on 19 points from 12 games.
